Job Summary: The Chief Accountant is responsible for managing the company's accounting operations, ensuring accurate financial reporting, maintaining compliance with Saudi Arabian regulations, and overseeing all financial transactions related to operations and maintenance projects. The role ensures proper budgeting, cost control, payroll verification, tax compliance, and financial analysis to support strategic decision-making.
Key Responsibilities: Financial Management. Manage the day-to-day accounting operations of the company. Prepare monthly, quarterly, and annual financial statements. Ensure accurate recording of all financial transactions. Maintain the company's general ledger and chart of accounts. Supervise accounts payable, accounts receivable, payroll, and treasury functions. Monitor cash flow and prepare cash flow forecasts.
Budgeting and Cost Control: Prepare annual budgets for departments and projects. Monitor project expenses against approved budgets. Analyze operational costs and recommend cost-saving initiatives. Prepare budget variance reports for management. Review project profitability and financial performance. Financial Reporting. Prepare monthly management reports. Generate project-wise financial reports. Provide financial analysis to support operational decisions. Present financial performance reports to senior management.
Payroll and Employee Benefits: Review monthly payroll before processing. Ensure accuracy of overtime, allowances, deductions, and end-of-service benefits. Verify employee reimbursements and expense claims.
Compliance and Audit: Ensure compliance with Saudi Arabian financial regulations. Coordinate internal and external audits. Maintain proper accounting records and documentation. Implement and monitor internal financial controls. Ensure compliance with company financial policies.
Tax and Regulatory Compliance: Ensure timely VAT filing and compliance with ZATCA requirements. Coordinate withholding tax and other statutory obligations. Prepare financial documents required by government authorities.
Banking and Treasury: Reconcile bank accounts regularly. Manage banking relationships. Monitor company liquidity. Review payment schedules and vendor settlements.
Project Accounting: Monitor project revenues and expenditures. Allocate costs accurately across projects. Track project profitability. Prepare financial reports for each project.
Team Management: Supervise accounting staff. Assign daily accounting tasks. Review accounting entries. Conduct performance evaluations. Train and mentor finance personnel.
Risk Management: Identify financial risks. Develop internal control procedures. Prevent fraud through financial monitoring. Recommend improvements to financial processes.
Qualifications: Bachelor's Degree in Accounting, Finance, or a related field. CPA, SOCPA, ACCA, CMA, or equivalent certification is preferred. Minimum 7–10 years of accounting experience. At least 3–5 years in a supervisory or managerial accounting role. Experience in Operations and Maintenance, Facility Management, Construction, or Engineering companies is highly preferred.
Technical Skills: Strong knowledge of IFRS. Knowledge of Saudi VAT regulations and ZATCA requirements. Financial reporting and analysis. Budget preparation and forecasting. Cost accounting. Payroll accounting. Internal controls. ERP systems (SAP, Oracle, Microsoft Dynamics, Odoo, or similar). Advanced Microsoft Excel skills.

Key Performance Indicators (KPIs): Timely submission of monthly financial reports. Accuracy of financial statements. Budget variance within approved limits. Timely VAT and statutory filings. Reduction in accounting errors. Successful completion of internal and external audits. Improved cash flow management. Timely payroll processing. Collection of outstanding receivables. Compliance with company financial policies and Saudi regulations.
Working Conditions: Office-based with occasional visits to project sites. May require extended hours during month-end and year-end closing. Works closely with Operations, HR, Procurement, Contracts, and Project Managers.
Authority
The Chief Accountant is authorized to: Review and approve accounting entries.
Verify financial documents and payment requests within delegated authority.
Recommend improvements to accounting procedures and internal controls. Coordinate directly with auditors, banks, and regulatory authorities. Supervise and evaluate the performance of finance team members.
