Job Description: The Challenge Help support our Transit and Rail clients and have a hand in transforming tomorrow. Hands on position which includes oversight, supervision, direction, mentoring and training in the area of Contract administration for the assigned team.

Pre Award Contract Administration Responsibilities: Assist the Procurement team in preparing and processing Request for Information (RFI's), and Request for Qualification (RFQ's) by engaging with all stakeholders (project team, directors, legal, estimators, finances) to determine tender schedule, project schedule, budget and feasibility of tendering. Preparing and initiating Procurement requests in the PCS system. Supporting the Procurement team in developing commercial conditions/documentation for tenders/proposals and contracts including special commercial conditions. Reviewing draft scope of work/specifications with the Project team and advising Procurement on changes/additions related to scope of work/specifications. Responsible for reviewing final draft of tender commercial conditions, scope of work and specifications and giving approval for Procurement to prepare issuance of the tender package to bidders per Procurement departmental procedures. Responsible for reviewing the bid results with stakeholders to determine recommended approved bid per the terms of the tender and prepare letter of recommendation for appropriate levels of approved authorization.

Post Award Contract Administration Responsibilities: Responsible for setting up contract and work package costing and budgeting in Primavera CM14 for consultant and construction contracts. Review with the project team, contract package submission to determine work package breakout for deliverables and costing and to assist the Resident Engineer's team in preparing the list of submittals/deliverables that contractors are to provide during the contract for construction type contract invoicing management. Coordinate and administer the day to day activities associated with post-award contract administration activities of contracts relating to complex, high value contracts involving revenue vehicles, construction, design/build requirements, engineering/architectural consultants, technical services, and engineered equipment, consistent with the internal contract management policy and departmental procedures/guidelines. Participating in kick-off meetings as required. Coordinating receipt of contract submittals. Interpreting contract and ensuring compliance with contract terms and the requirements of the scope of the work. Negotiating final settlement of quantities for unit price contracts. Assisting in the preparation of contract-related accruals as required. Preparing estimates for proposed changes/amendments/claims. Processing Requests for Quotes, Contract Amendments/Changes and Change Directives. Evaluating and preparing analysis of contractor's submissions for changes and claims. Analyzing rationale for contract changes/claims and implementing claims avoidance and mitigation practices/strategies. Assist and advise the team in negotiations to establish acceptable settlement of price and terms for changes and claims with contractors as well as coordinating support from other departments. Attending progress and engineering review meetings as required. Preparing and/or assisting in the preparation of reports. The minimum qualifications for this position are:

Experience: 10-15 years direct related experience. Project experience in large value projects/programs required. Construction/Engineering experience required. 5+ years supervisory experience. Claims settlement and dispute resolution experience. Experience in coordinating the development of price estimates for material, labor and equipment costs and be able to analyze production and construction schedules for evaluating changes and claims. Client management experience. Excellent communications skills, both written and verbal. Excellent business acumen. Excellent project controls skills. Excellent leadership skills.
