About us: The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians.

Division: The Infrastructure Division is relatively new having been created in November 2023 with a merger of the DTF infrastructure groups and the former Office of Projects Victoria groups. The Infrastructure Division's primary focus is providing advice on infrastructure projects throughout all phases of development and implementation. Our groups provide advice and infrastructure project assurance for the State's capital investments as part of the annual budget process.

About the roles: We currently have two Executive Director positions available, reporting to the Deputy Secretary Infrastructure Division. These roles will play a key leadership role in Victoria's Infrastructure pipeline along with shaping the culture and structure of the division. Executive Director, Infrastructure Policy and Assurance Group.

The Executive Director, Infrastructure Policy and Assurance is responsible for providing advice and support to the Secretary, Deputy-Secretary and Treasurer on the capital budget and infrastructure assurance advice and reforms. As the leader of the Infrastructure Assurance Group, you will ensure your staff are well motivated and supported to perform their roles of developing, coordinating and implementing policy and project assurance.

Executive Director, Infrastructure Delivery Group: The Executive Director, Infrastructure Delivery Group is responsible for providing advice and support to the Secretary, Deputy-Secretary and Treasurer on procurement and delivery of major infrastructure projects. As the leader of the Infrastructure Delivery Group, you will ensure your staff are well motivated and supported to perform their roles of developing, coordinating and implementing commercial risk management and project delivery advice, and policy reform. The IDG group also has an industry leading role in public private partnership whole of life procurement and the use of private finance.

About you: We are seeking applications from candidates with demonstrable experience in: Strong leadership skills with experience in building a collaborative team culture, and actively modelling the Department's vision and values. Highly developed communication, influencing and negotiating skills including the ability to build consensus and foster effective working relationships with key stakeholders at the most senior levels within the public and private sectors.

Proven experience in managing a portfolio of strategic projects and functions to achieve organisational objectives. Strategic and commercial acumen that can be deployed effectively within a developed understanding of governance, procurement and resource management and with demonstrable sound judgement. Ability to provide practical advice to government to solve complex problems in a sensitive, time-pressured and often ambiguous environment; often with competing and changing priorities.

Experience and qualifications: Extensive experience at a senior level in government and a comprehensive understanding of the workings of government (mandatory). An understanding of infrastructure contracting and public private partnerships would be beneficial.

Extensive experience delivering policy, managing programs and managing resources in a complex environment requiring sound judgement and management of risk. Proven track record managing, leading, and influencing multi-disciplinary teams. Post-graduate qualifications in business, HR, law, public policy, public administration, organisational change or similar are desirable but not mandatory.
